To qualify for the program, you must:
Be 18 years or older.
Have a valid Virginia driver’s license.
Be able to afford a monthly car payment with full coverage insurance.
Live or work in the program’s service area
Have a work history: at least 6 months of continuous employment at 30+ hours per week (or combined hours from multiple employers), or at least 60 days on the current job with no employment gap exceeding one week.
