Community Resource Navigators is here to help.

Community Resource Navigators provides free guidance over the phone to help residents access programs and services to manage income disruptions and other financial concerns. Community Resource Navigators help residents one-on-one with:

  • Resources for Prioritizing payments for daily living expenses, like housing, food, and insurance;
  • Resources for Maximizing income, through accessing benefits, emergency cash assistance, and emergency loans, and considering options like unemployment or short-term disability;
  • Resources for Managing debt, from credit cards to student loans to child support, and guiding negotiations with creditors;
  • Resources for Avoiding predatory scams;
  • Resources for Budgeting for future income disruptions; and
  • Resources for Accessing other social services, like Volunteer Income Tax Assistance.

What are the requirements to qualify?
Must be a resident of the City of Richmond who has been impacted by COVID-19.

Richmond Community Resource Navigators FAQ

This program is offered to help residents manage crises and connect with available resources in our community. Community Resource Navigators provide one-on-one telephone assistance – at no cost– navigating critical financial issues and making referrals to other social services and resources.

What is the Richmond Community Resource Navigators Program?

The pandemic and economic downturn has had a major impact on Richmond residents’ finances, and the City of Richmond’s new Community Resource Navigators program is here to help. Working with HumanKind to provide guidance over the phone, Community Resource Navigators can help you manage financial issues, identify immediate action steps, and make referrals to other services at no cost.

What Happens in a Community Resource Navigator Session?

Community Resource Navigation services are delivered over the phone; sessions last between 10 minutes. Once the client provides contact information either by phone or internet, they will be contacted to provide basic identifying information and then be called by the Community Resource Navigator.

Is financial assistance provided through this program?

Community Resource Navigators do not provide financial assistance. They help residents triage their issues, identify immediate action steps, and make referrals to public programs and services.

After my session with a Community Resource Navigator – what happens next?

The Navigator and client will identify the next steps during the session, and clients will receive a personalized follow-up email. If a client has additional questions, they may contact the program again but may be served by a different Navigator.

The Financial Navigator program is offered in partnership with The City Treasurer’s Office of Financial Empowerment (OFE) and HumanKind. The launch in Richmond is made possible in part by support from the Cities for Financial Empowerment Fund, a national nonprofit organization that provided grant funding along with significant technical assistance and training to city staff.
